providing for an effective date" and recommended it be replaced with                                                            
                                                                                                                                
          CS FOR SENATE BILL NO. 111(L&C) "An Act                                                                               
          relating to flame retardants and to the manufacture,                                                                  
          distribution, and sale of products containing flame                                                                   
          retardants; making certain acts violations of the                                                                     
          Alaska Unfair Trade Practices and Consumer
